Push popsicle sticks into tops of apples. Melt the caramel with the milk in a double boiler or over very low heat, stirring very, very often. Blend in the spices.
Dip and swirl apples in melted caramel mixture, turning to coat evenly. If caramel thickens while you work, then return to heat.
Place on waxed paper until caramel sets, or refrigerate 15 minutes for quicker results. Serves six.
