Are you early risers that get to the park for the rope drop or do you sleep in and head out later in the morning?
We are early risers. We've been to CSR 11 times and (knock on wood) have never had to stand on a bus from stop #4.
The only time we've had to stand has been leaving Epcot and DHS after Illuminations.
A lot would play into it if you are late risers. Do you plan on eating breakfast at the resort? If yes, you could always go to stop #2 from the main building. If not, you could walk to stop #3 from 8a if you run into trouble. My guess is that you'll be fine in September. It's not a busy time of year. January and September are good times to go.
